When you reward women for having out of wedlock births, they have out of wedlock births. I submit the recently published rate of >36% and climbing. There is no longer the VALUABLE stigma associated with raising bastard children. Money drives human behavior. And we have all the necessary data to prove it. The same process that resulted in the decimation of the Black Family in our cities has now been aimed at ALL families everywhere. Women are encouraged and empowered to produce out of wedlock births by a system that rewards them with child support, health care, child care, jobs, education and housing entitlements. The children of these women are at risk of underachieving, dropping out, and becoming criminals. The cost to society is extremely high. And now we are funding "Marriage Programs"....which do you want? Out of wedlock births or healthy marriages? Financing both would appear to be a waste of money.
