The tripping point was the appointment of the final two members of Al Maliki's cabinet. Zarqawi's death was just serendipitous. The primary reason for the trip was to lend additional legitimacy to the Al Maliki government and to reassure him that America was there for the duration, not for self-aggrandizement. Bush doesn't worry about the polls. This trip was a major coup for the Prime Minister and it didn't hurt the President. You lost me guy, this trip had been planned for more than a month.
