There is more for rogue states to consider and it involves little, keychain, radiation detectors that suposedly no one has. Wrong! Port security is much better than blabbering, leftist senators want to admit.

The EMP scenario would require missile guidance capability for precision, high altitude bursts. Currently thes capabilities are beyond terrorists and N. Korea, but not China, nor Russia.

Allow me to submit one opinion as to what constitutes decisive action rather than Clinton covering up of threats. Although President Bush and I are both opposed to nuclear first-strike, much of our problem today comes from years of appearing to be an easy conquest (Clinton did not effectively retaliate, so invited more attacks). 

Answer: a large parking lot in Tehran would go a long way towards correcting the false notion of the U.S. as a pushover target now harbored by our avowed enemies.</description>
