First, we should have families, churches, neighbors, etc. to assist victims — not the FBI. If the government had not been on a war against families, etc. for the last several decades, we would have these things. If I am the victim of a terrible crime, I want comfort from my friends, family, neighbors, work associates, etc. not from the frigging FBI. We don’t need to be paying yet more beuracrats to doing yet another thing that never should be part of government. They may be of some help, but it will never be the same thing.

Second, it sounds to my cynical mind as just a way for the government beauracrats to expand their empires further. Let’s get one thing straight, FBI guys, government cannot and should not attempt to address all of life needs. We cannot afford it and government cannot do it well. We need to be shrinking government not growing it. You FBI guys catch the bad guys (real bad guys — not the bogus BS nonsense like some poor smuck who hasn’t filled out form 9928 correctly). Otherwise, leave us alone. Keep your expenses down so we can keep more of our money.
