Anti-Male Texas DV Offender Registry Bill Passes Committee Unanimously
Background: In my April column “Texas bill to create domestic violence offender registry will harm innocent men” (Austin American-Statesman, 4/11/07), I explained that Texas HB 3958 will ensnare and punish many innocent men. This is in part because of the problems with the way Texas law enforcement and the judicial system handle domestic violence.
Once again reflecting the weakness of our movement both in the legislature and the media, HB 3958 was just passed by the Corrections Committee of the Texas House by a unanimous vote. The problems with the bill are detailed in my co-authored column below.
For Texas voters, the five Representatives that voted to support the bill were Madden; Hochberg; McReynolds; Haggerty; Jones, Delwin. Two representatives–Dunnam and Oliveira–were absent.Â

House Bill 3958, sponsored by Rep. Joaquin Castro (D-San Antonio), will set up a domestic violence offender registry similar to the Texas Sex Offender Registry. Castro is correct to identify domestic violence as an important issue; however, there are serious problems with the way law enforcement and the judicial system handle domestic violence. These problems will cause many innocent men to be ensnared by this bill.
HB 3958 would set up a central database containing information on anyone who has been convicted or “received a grant of deferred adjudication” for a family violence offense on three occasions. The three conviction requirement is defensible, but the inclusion of deferred adjudications — which are analogous to plea bargains — is a major problem. (more…)

Glenn, This is clearly awful news considering the way restraining orders are dished out like water in a diner. Agreed, it shows the weakness of our movement. So do you have any suggestions for strengthing our movement?
I still think the root issue is cash. The grass-roots movement of the web just will not do it. We need big cash. How did NOW get started? Fund raisers with specific goals? Why aren’t there any for our movements. I.e. a fund raiser with a specific goal of a single TV spot for DV Male victims, or Shared Parenting or a general announcement about men’s issues.

Thanks Glenn for covering these issues. We’d know a lot less about all the misandry going on without your dedication. Considering the volume of gender feminist legislation, I’m sure there are things that some time squeak by, but there’d be a lot more “off the radar” misandrist legislation without your scrutiny.
Thank you too, for being as public of a presence as you are in the media. It’s not easy going on the media shows you appear on with the deck stacked against you.

Thomas, I agree with you. We need a benefactor. One who does a little more pragmatically than just lend his voice, as Bob Geldorf and Pierce Brosnan have. Maybe with some encouragement, Alec baldwin might be persuaded. I guess we can forget the Fool on the Hill MacCartney.
Glenn, you do well, Sir. If a bit of self promotion is what is needed in modern America before anyone will even bother to listen, promote away.
