REAGAN made the whole IV-D system: deadbeat dad rhetoric, license suspensions, onerous guidelines, order retroactive non-modifiability, that non-welfare cases are handled by the agencies, etc. Clinton’s bragging that he “toughened” child support was bullogna: there wasn’t much left to do by the time he got there.

The original idea from the Nixon era was that making the allegedly Daddy Warbucks-like fathers pay would allow welfare to be abolished: it didn’t work because the premise that there were all these physician, etc. dads out there was false. Ironically, Clinton based his welfare reform scheme on `personal responsibility.’

Their never was accountability for obligees or welfare recipients.

“Child support” changed all of that.

With child support, women were given a huge pay increase and far greater financial incentive to create fatherless children. Accountability for actually spending the money on the children was dropped. If that wasn’t enough, instead of being portrayed as a scourge on children and society, women who cash their children in for bigger dollars with no accountabillity are now portrayed as victims. Umm, no, sorry, the only real difference is they want a bigger payout in order to sell out their children and family.

This scheme relies heavily on PC to keep people afraid to talk about it, usually with the admonishment that if you speak the truth, you therefore hate women, but the real truth is that any politician afraid to speak the truth is merely part of the problem.

Our Federal government provides up to $4.1 billion to States that establish support Orders, collect on amount due, and create arrearages (See 6B, 6C, & 6D).

Like stated earlier, the County and State goverments also recieve money for operations from federal goverment, however, I do not know which program pays. I saw money explained on a government child support collection report.

Most laws, or at least the way they are “enforced”, as well as most campaign speeches made by politicians of the two controlling political parties, depend on people being ignorant of these facts in favor of anti-male stereotypes.

If the genders were reversed, this article would be the lead story for every news organization in the western world.

Reagan was attempting to hold irresponsible fathers responsible, but what Clinton did was to extend that to treat all fathers as irresponsible no matter how responsible they are, i.e. guilty even when proven innocent, and to treat all mothers as responsible no matter how irresponsible they are, i.e. innocent even when proven guilty. With just the stroke of a pen Clinton destroyed the family, circumvented all efforts of true conservatives, and undid thousands of years of progress of civilization.

It’s probable they actually count the payments for health insurance and daycare, for purposes of their own performance accounting, as child support—which it is: it’s add-on to the guideline amount.

I don’t see any particular scheme in the way of `accounting’ described: sometimes they are simply stupid Their sloppiness reflects their general attitude that obligors deserve no respect and can be abused with impunity. They resist correcting mistakes that would reduce what an obligor owes because they hope they can ultimately get the sucker to over pay.

It makes business shinnanigans look like childish games; Al Capone like a small-time wannabee. The image of dodgy businesspersons (increasingly women) pales next to the everyday cheating, lying and stealing of those in public office and their drone beaurocrats.

We are not talking just of those disgraceful crooks elected to office, but the MILLIONS of public servants who remain in denial of the wickedness they do daily – just obeying orders. Court staff, collection dept staff, the Police. Even the people in the roads departments who shift the Federal monies gained through fraud into paving the friggin’ roads. All friggin’ Mother Theresas who care not where the money comes from as long as its goes into their power to control.

And the hangers-on too. MILLIONS of them. Educators, counsellors, NGOs, newspaper Editors, reporters and columnists, lobby groups like NOW, all taking their share of the spoils and spreading lies and misery.

Look at you next door neighbour. Every third one is a thief. Every father, every man is a potential mark.

How long can America survive with such endemic corruption at the heart of its National Character?

Dad pays with monthly check for $1,650.

Circuit Clerk applies credit of $100 for child support, $1,250 day care expense, and $300 health care (note that credits total $1,650 when added together).

After credits are applied the Support Report now says that dad owes $900 in child support (County and State get federal incentive); over paid $750 day care (no federal incentive); and over paid $150 for health care (no incentive).

Kane County Circuit Court does accounting this way on my account, and I suspect on other accounts.

Over time and many accounts the child support owed is artificially high.

(I do not believe that this accounting trick is used to imprison men)

The `incentive’ is a fairly small amount relative to what the states receive to reimburse the costs of operating the system. Since it employs bureaucrats there is of course an incentive for it to grow, but it’s not based directly on amounts collected.

Unless the obligee is on TANF or the child is in foster care, no one _has_ to be in the IV-D system. Wage assignments have to go through the SDU, but they aren’t really required either.

Is there anyone saying anything about this except mens rights activists?????..

The government orders me to pay monthly health insurance, day care expense and child support until the year 2018 to my ex-wife.

The County Clerk who posts credits to my account for payments, mostly adds credits to the health insurance and day care buckets of my account. Over time, this creates a large credit for these buckets while creating large debit in the child support bucket.

Though I’m current, the debit child support number on my account is reported to the State and Federal for incentive payments (See 6C).

For my divorce case, the accounting practice has been going on for an awhile, so I doubt that a federal audit has undiscovered this deception.
