		<description>In Texas, we have what is called the Robin Hood plan in which property tax poor districts  receive tax monies from property-rich districts and I am sure Roma has little taxable property.   Essentially, I pay property taxes for two jurisdictions and have no say in what the district I do not reside in does with its money.

I think they should call it the &quot;AL CAPONE&quot; plan because it actually takes from the vulnerable and gives to the protected.   However, a judge ruled the practice must stop because it constitues taxation without reprentation.   Nonetheless, the tax assessors and independent school districts have so far ignored the ruling until another plan is developed for funding Texas schools.</description>
