		<description>If this is truly for the common man, than why not put a floor at which taxation on capital gains STARTS. Say, if you make less than $20,000 per year in capital gains you pay $0.

If you make $30,000 in capital gains per year you pay taxes on $10,000 ($30,000 minus the $20,000 allowance).

If you make $150,000 in capital gains per year you pay taxes on $130,000

Anybody who pushes for total elimination for the capital gains tax I sincerely doubt is concerned about the common man at all. I understand and agree with everything you say about the common man building a successful retirement.

But this has nothing to do with the Trumps and Gates and Martha Stewarts paying on their millions they make per year in capitals gains--which is the way it should be, and what would end under your plan.</description>
