Hopefully we'll go with the former.....unfortunately I am guessing it will probably be the latter. Were I a suspicious type I just might think there was some corruption going on. Not to worry. Under my Administration, the shelter operators would be hauled before a secret court, and the accusation levelled at them. I would assume them Guilty, of course and make them prove their innocence; I would give then five minutes as I am a merciful chap. Vote #1 Amfortas. I have a little list.
